Software install directions and good practices

Hi!
I have a couple of questions about software installation:
1. Do the sysadmins advice against installing software in the home directory?
2. Installing it in my home directory will make it also available through sbatch and srun?
3. I am vaguely familiar with bioconda/conda but I am not sure how to proceed with the installation of new packages: can I use Do I do that on the front-end or through sbatch?
